You have to think a bit more broadly about why certain non-conference games are scheduled. For example, on Dartmouth's 2018 roster they list 11 kids from Florida. I didn't pay attention to classes so I don't know offhand how many are graduating, but suffice to say that Dartmouth has put an emphasis on Florida. It's not uncommon for a school to schedule a game in an area it's targeting for recruiting purposes. Also, it gives the families of those kids an opportunity to see them play within relative proximity of their homes instead of trekking 5x a year to Hanover, which likely isn't happening. In short, from Dartmouth's perspective, scheduling those games has more to do with who will see Dartmouth on the road than at home.
And everyone tries to recruit in that state.
Of course everyone tries to recruit Florida but the opportunities to play in the state are quite limited - plus you likely need to find an opponent who is willing to make a return trip. It lined up for Dartmouth and that's a good trip for them.
