Schools are ranked by $ value of merit-aid offered to freshmen in the class entering in the fall of 2018. Data are from the 2018-19 Common Data Sets unless otherwise indicated.
If 2018-19 data was not available, 2017-18 CDS was used. Three CAA football schools are included for comparison.
The CDS data does not flag the number of athletes receiving need-based fin aid.

HC comes off as being parsimonious, and basically treading water. Note that HC offers the least amount of merit aid per athlete, excepting GU which excludes football in its athletic fin aid reporting.
This suggests no near-term improvements in competitiveness where the amount of fin aid offered to rostered players is a albeit imperfect measure for how competitive the team is, Further, I believe need-based offered to athletes can include loans, and other forms of non-grant aid.
As the data show, Colgate is way ahead.
