The number of D1 colleges is such close proximity dilutes fan interest. The state universities in New England (except for UConn) are not viewed the same (up vs down) as in other parts of the country. The New England states are very small and provincial.
There is also no other region in the US where its local pro sports teams have had recent success on a level comparable to what New England has seen in the last two decades. The loyalty to the pro teams is also generational as it goes back many decades. New England does not have as many transplants here. This cuts down on loyalties to other pro teams and makes loyalty to the home teams even stronger.
