Two observations
1) This is only a bill. All kinds of bills can get introduced that have zero chance of becoming law, perhaps not even coming to a vote
2) The point is kind of moot. The boycott was a function of a law that has been repealed. I suppose the damage is done and the ACC seems happy with the tournament in New York. I'm not sure if they're trying to say "we backed down this time, but if you mess with us again, we'll play hardball". To me, this comes across as grandstanding.
