Their so-called minor rule changes are summarized in the article as:
The rule changes for next season recommended by the committee -- expanding the coach's box to 38 feet, resetting the shot clock to 20 seconds instead of 30 after a foul or defensive violation and allowing instant replay in the final two minutes of regulation or overtime to certify block-charge calls -- will have a lesser impact in 2017-18, when compared to the sweeping shifts of recent years.
Two issues:
1. I hope the articl hasn't fully captured the clock reset provision. As written, it could be terribly unfair. Assume the defense fouls deep in backcourt one second after the ball is inbounded. According to the article, the offense would then only have 20 seconds to advance the ball upcourt and run their offense instead of the 29+ seconds they should be entitled to. I can't imagine that is accurate. Worse, there would be scenarios in the final 30 seconds of a game where the defense could gain a major advantage by committing a foul and thus taking almost 10 seconds off the shot clock.
2. I think it could be a major problem reviewing block/charge calls on instant replay. Imagine refs continually watching close calls in super slow motion. Did the defender establish legal guarding position a nano-second before the contact? Many calls are so close, and what it looks like in real time can differ from super slow motion.[/i]

Just looked at the actual rule changes. As I suspected, the article is not accurate. The reset to 20 seconds only applies if the shot clock is already under 20 seconds. And the instant replay review of block/charge calls ONLY applies to determining if a secondary defender attempting to draw a charge was in the restricted arc under the basket.

I gotta think the 3 point line should go back one "distance" at each level. FIBA or NBA distance for both mens and womens, current NCAA distance for high school. And the NBA could stand to move theirs back another foot or so too.

High school line should not be moved back. It already causes too many bad shots. An extended line would only create more bad shots
