I have heard the team now has a dedicated locker room. I don't know where it is.
Possibilities are: a.) Conversion of void space at the Luth. (Under sports medicine?) b.) Conversion of space in Kimball c.) A new building (temporary?) near/on Freshman Field; or between the facilities building and Fitton Field; or on the concessions plaza by the baseball field d.) Someplace else.
As some may recall, HC softball was the subject of a Title IX review by the U.S. Dept of Education. Following the review, HC agreed to take certain actions to increase support for the softball program, including improving the facilities and hiring an additional coach.
ADNP's mantra was every sport at HC should have its own dedicated locker room. When Luth was built, there were no locker rooms included for baseball, softball, M/W tennis, M/W golf, and M/W crew. Golf and crew have off-campus locker rooms that can be utilized. Baseball arguably has a semi-dedicated locker room at Fitton Field which is shared off-season with a team not affiliated with HC. This leaves softball and M/W tennis, as the outliers.
There was a proposal, now deferred?, to build a small locker room near a small parking lot between Fitton football field and the facilities department's receiving warehouse and maintenance building north of Kimball. This locker room would be for softball, M/W tennis, baseball?, and also have a medical exam and treatment facility for football on game day (both teams).

With tens of thousands of square feet coming online between the Luth,PAC,Jo, Jesuit Residence, new dorm, it would be nice if space needs could be shuffled so that no additional new buildings have to be built (and payed for) and a modification of an existing structure can be used to pass FADNP's purity test of a dedicated locker room for each sport. The prize winning campus is in danger of becoming a concrete jungle.

The prize winning campus is in danger of becoming a concrete jungle. You could put a lot of locker rooms, clubhouses, etc. under Fitton if you wanted to and the campus footprint would not change. Part of, dare I say, a general remodeling of the place.

Good idea. Make the opponent "defend every blade of grass" (advice from Ernie Adams to Tom Brady, although officially they have never met) on the field and use every square foot under the stands.

Part of, dare I say, a general remodeling of the place. There would have been running water to the refreshment stand under the large end zone. That stand must have closed years ago when the number of fans sitting in the end zone dwindled to a couple of die hards with social anxiety. That area would be the closest to the softball field, but it would be a bit imposing and scary at dusk, kind of like the abandoned amusement park in the scene with the one armed man in "The Fugitive."

Google maps has a new satellite view of the campus, probably from July or so. Both the PAC and the Jo are under construction. Very few cars parked in the lots, so students aren't there. Have not been able to find a way to go back in satellite history, so had to use satellite imagery from Bing. The Bing imagery is pre-Luth. ^^ Two structures in the above image are not in the Bing image. (1) The white-roofed structure near the left field corner of the baseball field. (2) The narrower white-roofed structure along the right field line, very near the football field. ^^ Also, construction of something appears to have started, to the right of the blue tarp, on a portion of the small parking area between the facilities building and the football field. This was the probable site for the proposed new mini-locker room building for several sports, including softball. ^^ This shows the re-alignment of the Upper Campus Road between College St. and Hogan.

The Prior Performing Arts Center is being built on the faculty/staff parking lot. The zipcar button is where the small parking booth was retained by the contractor as part of the field office, and can be readily seen on the right part of the webcam frame.

Hate to spoil the speculation, but if you look at the above picture in 3D view on google maps and zoom in, the construction you reference above are concrete berms for topsoil, mulch, and possibly composting being done on site. If I had to guess, the blue tarp was likely covering road salt. I'm less certain on the white structures you reference in the first photo, but I think those are tents set-up for concessions, reception areas, and group evenbts around the baseball field. Practice facilities? I've seen High Schools with better facilities than Freshman Field.
