Is this performance while in college or overall career?
If the former, I'm not sure Malcolm Miller should be included. It's hard to believe given he is now in the NBA, but he had a pretty pedestrian career up until the second half of his junior season and then most of his senior year. Even when he was a senior, his play in the OOC wasn't very good.
I don't think someone who never reached First Team All-League can be included.

You'll not beat this team: Bob Cousy, Tom Heinsohn, Gene Doyle, Keith Simmons, Malcolm Miller A very strong squad But with no secondary ball handler, Cooz has to play 40 minutes, cannot get in foul trouble and when my backcourt of Jave and Tim Shea makes him give up the ball, you have no other passer to make a play for your dominant front four(better in football) Those four present a tough matchup for Shea on Keith S., but having seen Tim play in the over 40 league, no one questions his toughness Speaking of toughness, I believe that Keith H can check Malcolm, Potter can handle Gino, and Tommy will play Tommy even.

Love it! This makes for a great discussion. I had another team listed for a few minutes- 1 player from each $$ category then I realized I had overlooked tommy gunner
Some will recall several years ago when we drafted 2 teams from 2000 and later—lots of fun

Without the ability to go off the board, I'm really having a tough time getting a center that fits in the budget, so we'll play a little bit like the Warriors and play pseudo positionless. I'm also going off reputation since Jave, Torey, Keith and Malcolm are the only ones I've seen play, so I'm not sure how accurate my analysis is and how the pieces fit together.
Cousy, Potter, Vicens, Hamilton, Simmons.
Cousy to handle and facilitate on offence. Vicens to attack the rim and be a general nuisance. Keith to stretch the defense and get to the rim when he's closed out on. Kevin for the perimeter defense, secondary ball handling, and the occasional three. Potter to do a little of everything: score in the paint, rebound, distribute from the post to cutters/start the break, and be a pest on defense when we press. I like this team's chances to attack in a variety of ways, rebound very well, and play some great perimeter defense.
If I had the three point line and could go off the list, I'd swap Keith or Kevin for Tim Clifford for the rim protection, to let Chris Potter play as more of a PF, and to let Tim pull the opposing center away form the basket occasionally to open up slashing lanes.

Gene Doyle is $2 , perhaps one of the biggest bargains in fantasy sports history.
