Although Germany has had a relatively large number of Covid-19 cases (168K, 7th in the entire world), it has relatively successfully kept the virus from the most vulnerable (nursing home residents and elderly folks who have serious underlying conditions). This means, of course, they have had relatively few (considering their population and cases of infection) deaths.
Germany has been very keen on stopping death.
Restarting the spectator-less soccer league is a rational decision since it poses no threat to those in nursing homes and the elderly with serious underlying conditions. One imagines it also poses essentially no threat to the non-elderly who have underlying conditions.
