I'm no expert, but have followed the NFL for many years. Most quarterbacks have favorite WR's, ones they have learned to trust. The play calling might also be such that Kalif is the third or fourth option on a given play, meaning it's unlikely he's going to get many chances. The Titans also lean toward being a run heavy team. I assume/hope that Kalif is happy to be on the 53 man roster, and that he plans to stay there by providing value any way he can; being a solid special teams player is a good way to stay on a roster. In any event, I think it's impressive what he's done. I know someone who almost made the Jets roster as an OL about 15 years ago. He said that on a given play he could play to a high enough level but that the NFL regulars play at a high level every play.

Unusual for a WR to play so many snaps with no targets ? I guess that whoever calls the plays, probably the OC, and/or Tannehill shut him out. There were 24 passing attempts, very few compared to most of the NFL. 34 rushes. It's like when Ray Allen played for the Celtics. Doc Rivers used to talk about how he contributed by standing in the corner because somebody has to cover him because of his three point shooting skill. Kalif is so fast and explosive he probably helps all the other receivers and the run game by stretching the field while he is out there.

I have the same take on the situation. Kalif's speed is no secret and the opponent runs the risk of getting burned on a big play if he isn't covered well. He seems to be a "change of pace" for the Titans to use a baseball phrase.
I've also noticed that while he is often out of view on many plays once he takes off, the few times he is in view or on a replay, you can see he does a more than adequate job blocking, usually on a run play.
