What prompted the publication of these instructions in the magazine? Standard issue stuff that is probably printed in every Athletics magazine of every division one program at some point during the year.

This list of "do's and don't's" can be found in most game programs at NCAA events throughout the year. Ass coverage.

The first "impermissible" is worded kind of poorly. I assume it means fans can't contact the prospects' coaches, administrators, or counselors. I thought it was acceptable for someone who lives in a remote, under the radar area to drop a line to Coach Carmody and tell him about a local hot shot. The wording could be interpreted that this is impermissible.
Disclaimer for our friends from rival schools: Since I live in Worcester, there are zero local hot shots that the staff wouldn't know about by reading the Telegram. As such I have never contacted any HC coach to tell him/her about a prosepct
