As long as the ball does not pass over the backboard, I believe that the rule is the same in college and in hs

This sounds like the classic Havlicek to Russell inbounds play used often by the Celtics

I believe the same rule would apply in a college game. NCAA rules say that "goaltending occurs when a defensive player touches the ball during a field-goal try." By definition, a FG cannot be scored on a throw-in, so presumably that is not a field-goal try.

Yes. Goaltending can only occur if the there is a try for a goal. The inbound pass is not a try.
