There is an article in today's Telegram about the City of Worcester and HC coming to an agreement about the number of curb toppers, whatever those are, being placed in the yet to completed parking lot abutting the Prior Center. I think there was some discussion about whether or not they would be painted. It seems like so much minutiae to me. Why would a city board be involved in what seems like such a trivial matter involving a college?

I have seen Planning Boards, Zoning Boards, and Conservation Commissions get even more granular than this believe it or not.

Curb toppers appear to be a piece of material used in showers to prevent overflowing.
Curb hoppers are a ramp allowing a vehicle to climb over a curb, in lieu of a curb cut. It's possible that the city was/is concerned about a curb hopper impeding runoff flow from a rainstorm. Other than that, I can't understand why the city would have such an interest. (The city in recent years has moved aggressively on new construction projects to detain and reduce substantially the volume of stormwater runoff from paved areas, e.g., surface parking lots.)

I have it on good authority that a prominent member of the Worcester City Council just happens to be a major silent partner in the Amalgamated Curb Topper Corporation.....

Meeting of the Planning Board Meeting of the Conservation Commission on March 1. This looks to be HC's reconfiguration of the old lots at the top of the Hill. This principally is repaving the old lot south of Hogan and east of the Jesuit residence. play.champds.com/worcesterma/event/697Planning Board meeting on March 3. Starts at five minute mark, what follows is a one hour discussion of whether two new planned traffic islands should have raised curbs, or be flat and painted. Vote was 5-0 to allow the islands be painted.

Perhaps the fact that the Holy Cross campus is terraced on the side of a mountain heightened their interest.

At the bottom of the hill is one of the lowest parts of the city; the Blackstone 'river'; Cambridge St is notorious for flooding in rain storms
