I think this change has been a long time coming - most games should be over in 3 hours now
"The NCAA Football Rules Committee announced Friday that it has approved several rules designed to speed up college football games in an attempt to control the flow of the game and provide more consistency for in-game management. Once approved in April by the NCAA Playing Rules Oversight Panel, the rules will be implemented for the 2023 season with the committee monitoring how they impact the game, specifically the number of plays run in each contest.
The biggest change is regarding first downs. Currently, the clock stops on first downs until the ball is spotted by officials. The new rule will keep the clock running on first downs except during the final 2 minutes of the second and fourth quarters. This will emulate the current rule in the NFL."

Clock changes are great. Should have been done years ago.
Now limit in game media/stadium stoppages.

The change to the clock rules will shorten the game by a couple of minutes, most fans won't even notice. First, the change applies only to first downs inbounds. The clock will continue to stop on first downs out of bounds. Second, the way it is now, when the clock stops for a first down inbounds the officials have the ball back to the inbounds spot in six seconds or so. And most referees don't wait for the ball to be spotted before they wind it. Assume 30 first downs inbounds and we're running off six seconds on each one, both which are on the high end. That's three minutes, max.

As has been posted, get rid of the ridiculous TV timeouts.
We don't need the following sequences anymore:
Extra point Timeout Kickoff Timeout Beginning of next series

Teams just standing on the sideline. Cannot understand why.
