Not sure if this is still the case but I believe the Colgate volleyball coach has his wife as an assistant coach. The Creighton tennis coach has his wife as an assistant. It's not common but it's not completely unheard of. UNH isn't entirely unique in this case.

Sounds to me like section 6 says it's OK. The relative in this case will be evaluated by the next level of management not by the spouse.
