From the NCAA rules infraction committee...
"The NCAA defers to its member schools to determine whether academic fraud occurred and, ultimately, the panel is bound to making decisions within the rules set by the membership."
So it says, if I understand it correctly, that academic fraud is up to the individual school to determine if it occurred....self-reporting is the way to go!!

If UNC believes there was no academic fraud, that may be because those making the decision have no clue what integrity means. Perhaps they are graduates of UNC?
