The short answer is NO. Football focuses on 'counters', 85 full for FBS; 85 full/partial FCS with no more than 63 full., The 'counters' constraint was introduced to prevent schools from continuing to stockpile their rosters with players receiving aid. At Navy,several years ago, and where counters don't count, Navy rostered 160-180? for football.
