You would think a service academy campus could be more tightly controlled than most campuses. But the virus doesn't obey orders from anyone.

I'm sure the security there is a lot different than it was in the 70s when I walked around the place; the setup at the time was noticeably different from West Point.

It is a very tightly controlled environment. Apparently some are not following the rules. Navy has had more Covid problems than all of the other PL teams combined.
