I'd guess handrails are considered an ADA improvement, so if that's all that is changing, there's nothing to trigger. It's an extraordinarliy specific regulation but as I understand the reg, JRG is correct, if a modification impacts/changes usability, the ADA requirements trigger. I also do not believe there is a specifc requirement about bringing the whole stadium up to ADA compliance if a modification triggers ADA. I beleive the requirement is 20% of the project cost must be used toward ADA upgrades. So if you're spending $1,000,000 to put in lights, you have to spend $200,000 on ADA accessibility upgrades. This might be a dumb question.....how is it that hand rails for the stairs and chairbacks don't trigger the dreaded ADA requirements? Good question....
My guess is stairway handrails could/should be construed/interpreted as safety enhancements and not 'stadium improvements' with the ADA police.

As I said, it’s complicated but as I understand it, the scope (cost) of your improvement project determines scope (cost) of the required ADA improvements.
If for example we spent $100,000 for chairbacks that would trigger $20,000 for ADA improvements (railings?) or the college decided to add railings, which as an ADA upgrade, wouldn’t trigger any additional improvements.
Another, slightly more complicated example - a renovated press box requires at least 20% of that cost on ADA improvements, but also requires improvements to accessibility, which may mean an elevator, which would probably cost more than 20% of the press box renovation costs.
At least that’s the way I understand it.

Chair back seating was used an example of an improvement which does nothing to effect accessibility that could necessitate ADA upgrades. JRGNYR mentioned the key determinant for triggering ADA upgrades - usability of the space.
Based on my limited as my admittedly limited understanding of a fairly nuanced regulation - if you want to change something about a public gathering space like a stadium that effects usability of the space you have to allocate a % of the total project (which I believe to be 20%) to making ADA upgrades. If the scope of the project is limited, you do not have to pay 10x the project cost to make the renovated facility fully ADA compliant.

The cost to redo Fitton, to meet ADA , I have been told is greater than 25 million dollar. The current priority is to finalize funding for the new Recreation Center and the Performing Arts Center under this capital campaign. The next campaign will have to focus on a remodel of all hill dorms and a new dorm. The upgrade to facilities at Fitton will include new locker rooms for Football, Baseball, Softball and Tennis in a new building. City of Worcester wetlands ordinance, The area that best matches would be Freshman Field, The former HoJo land on Southbridge is not within 100 feet. The other area would be if the parking lot drained to a sewer that directly drained to the Middle River.,
The roof of the parking garage holds about 100 cars, so nearly 3x that space.

Time is flying by. Was reminded today that the first night game at Fitton was six years ago! Picking a nit but it was 7 years ago, 2011....time is a fleeting mistress, agreed. Last night game was 5 years in 2013 vs Monmouth.
